Chancellor’s Office Accepting Comments on Additional Proposed Changes to Title 5 Regulations until July 3 (CCD)
On June 23, 2017, the California Community Colleges Chancellor’s Office (“Chancellor’s Office”) provided a 15-day notice concerning proposed revisions to the Board of Governors’ Title 5 regulations. The 15-day Notice is included as an attachment to this Legal Update.

Subject: Chancellor’s Office Accepting Comments on Additional Proposed Changes to Title 5 Regulations until July 3

On June 23, 2017, the California Community Colleges Chancellor’s Office (“Chancellor’s Office”) provided a 15-day notice concerning proposed revisions to the Board of Governors’ Title 5 regulations. The 15-day Notice is included as an attachment to this Legal Update.[1]
The proposed revisions affect the following sections of Title 5:
- Standards and Criteria for Courses – §§ 55002-55002.5
- Credit Course Approval – § 55100
- Approval of Credit Programs – § 55130
The Board of Governors accepted comments and held a public hearing on the initial proposed changes on May 15, 2017. The Board is now modifying the proposed changes relative to sections 55100 and 55130, and is accepting public comment on the new proposed changes until July 3, 2017. The Board anticipates voting to approve all proposed changes at its July 17, 2017 meeting. Some additional, but less substantive, changes to sections 55002.5, 55100, and 55130 are also expected to go before the Board at its July 17 meeting.
In the 15-day Notice, initial proposed changes are reflected by a single underline or single strikethrough, and new proposed changes are reflected by a double bold underline or double strikethrough.
The Chancellor’s Office recommends that any comments submitted clearly specify the section or sections of the proposed regulations being addressed, and that comments be arranged in the same order as the proposed regulations.
