SB 707 signed by the Governor; Further Restricts Firearms on Campus (CCD)

On October 10, 2015, Governor Brown signed SB 707. This new law amends the Gun-Free School Zone Act.
Prior to this new legislation, the Penal Code prohibited the possession of firearms on a college campus without the written permission of the District. However, one of the several exceptions to this prohibition allowed individuals to possess firearms on campus if he/she also held a valid permit to carry a concealed weapon.
SB 707 removes this exemption. Therefore, pursuant to Penal Code § 626.9(h), individuals may not possess a firearm on campus without the written approval of the College President or designee even if in possession of such a permit.
The following are exceptions to the rule against firearms on campus:
- The weapon is possessed by a peace officer carrying out official duties.
- The weapon is possessed by an honorably retired peace officer authorized to carry a concealed weapon.
- The weapon is possessed by an authorized security guard.
- An existing shooting range.
This bill was non-urgency legislation. It therefore becomes effective on January 1, 2016.
