Experience:
Ms. Moore’s practice focuses on special education, litigation and labor, employment and personnel matters. She assists school districts, county offices of education, and special education local plan areas regarding all aspects of special education and employment law. Prior to joining SCLS, Ms. Moore practiced special education law for a public school district. Ms. Moore also worked for a private law firm where she tried numerous cases before the Office of Administrative Hearings and Commissions on Professional Competence, briefed and argued cases at various district courts and the Ninth Circuit, and in State courts. While attending law school at U.C. Hastings, Ms. Moore was Articles Editor for the Hastings Women’s Law Journal. During law school she successfully represented clients in felony matters in San Francisco Superior Court. Ms. Moore also represented victims of domestic violence, obtaining restraining orders for clients at Battered Women’s Alternative and petition for dissolutions on behalf of battered women at Bay Area Legal Aid. She won the Cali Award for excellence in trial advocacy.
Representative Cases
K.S. v. Fremont Unified School District, a nuanced special education case in which the client prevailed at the administrative level and on appeals through the district and Circuit Court level.
Sullivan v. Centinella Valley Union High School District, a published 2011 California court case which held that school districts may effectively non-reelect certificated employees who attempt to evade service, so long as the employee had actual knowledge of the non-reelection.
Ms. Moore will be working out of the Eureka office.
